Guess it depends on the laws in YOUR local area. Here, in Australia its fine, aslong as its not in the sidewall

The rim they just punch hole pump it up with high air pressure ive even have to the hole with high air pressure then adjust the rim they also can put heavy patch inside the proper air pressure.
