How do you prevent ice build up on a Maine roof?

Thick ice builds up on my roof and my roof leaks. The pitch of the roof is very steep and high. I have used a roof rake, but just can’t keep up with it. Other than one of those heaters for roofs, anyone have any suggestions? Someone thought the room wasn’t insulated properly.
