The shingles are deteriorating that badly you really should strip them off and check out the sheething underneath chances.

Roof shingles overlap each other at least 5-6″ where siding is only about 1-2″ You need that protection or water/snow would back up under siding. if you want something really decorative try cedar shakes. expensive though.
Sound like your best bet is sticking with some sort of metal roofing.
